Once that's done, name it resource.cfg (you'll have to select "all files" from the File Type drop down to keep it from tacking on. If this file goes missing, running your game again will normally recreate it.

It tells your game how many folders deep to read your custom content and ordinarily allows for up to 5 nested folders inside your Mods folder. This text file is created by default by the game and placed in your Mods folder when you run it.
